Railway terminal in the China-Belarus Industrial Park

1. Investment project entities

The main investors of the project are Duisburger-Hafen, China Merchants CHN-BLR Commerce and Logistics company, Belarusian Railway, Hupac SA, Duisburg Port Agency. A closed joint stock company "Eurasian Rail Gateway" (hereinafter referred to as the Closed Joint Stock Company "Eurasian Rail Gateway") will be created the Republic of Belarus, which will carry out the investment and management of the railway terminal.

2. Shareholders

  1. Duisburger Hafen
    Duisburger Hafen is the owner and the managing company of the world's largest inland river port of Duisburg. In 2018, its capacity amounted to 127 million tons and 4.1 million TEU, the port is an integrated logistics hub in the center of Europe and is the most important logistics hub in Central Europe. 8 container terminals are located in the port territory, more than 400 container freight trains pass through the port of Duisburg every week and are headed to more than 100 destinations in Europe and Asia.
  2. CJSC China Merchants CHN-BLR Commerce and Logistics Company (СМСВ)
    China Merchants CHN-BLR Commerce and Logistics Company is a subsidiary of Sinotrans, which is one of the companies of China Merchants Group. Sinotrans is the largest integrated logistics company in China with global competitiveness in such areas of business, as agent and related services, professional logistics and cross-border e-commerce.
    CMCB was registered in Belarus in 2015 with a total investment of USD 500 million, allocated for the construction of the China-Belarus commerce and logistics park with an area of 1 square kilometer. Currently, the first phase of construction of the logistics park with the area of 100,000 square meters was completed and commissioned. The total investment amounted to USD 141 million.
  3. Belarusian Railway
    Belarusian Railway is a Belarusian State Railway Corporation, in charge of the Belarusian railway transport network in general. Currently, Belarusian Railway covers 63% of domestic cargo traffic in Belarus and 33% of passenger traffic, being one of the major state companies in Belarus.
    In total, the Belarusian Railways and its affiliates operate 368 railway stations, including 4 passenger, 27 cargo stations, 12 auxiliary stations and 316 stations (including railway side station and service stations), 17 traction locomotive control centers, 12 railway platforms control centers, 20 railway transport maintenance departments, 13 communication departments, 7 power supply branches and other organizations. A wholly owned subsidiary "Belintertrans", founded in 2009, provides support for forwarding of container trains on the route China-Europe in Belarus and in the Central European segment.

  4. Hupac SA
    Founded in 1967 and headquartered in Switzerland, Hupac is a leading European operator of intermodal transport, covering the main economic regions of Europe and transport corridors between Russia and the Far East. The company provides daily transportation by 130 container trains Hupac. Hupac has its branches in 19 countries, including Switzerland, Italy, Germany, the Netherlands, Belgium, Poland, Russia and China.

    The project is located in the China-Belarus Industrial Park in Minsk, near the international airport of Minsk, and 4.2 km from the existing railway line, as shown below:
  6. Scale of the project
    The total investment in the first phase of the rail terminal project is Euro 31.5 million, the planned area is 80 hectares, including the terminal area about 25 hectares, area for parking lots, customs, offices, maintenance and other areas - about 5 hectares, the remaining 50 hectares will be acquired over time to be provided to logistics companies for the construction of warehouse and logistics facilities. A land area of 243,800 sq.m is acquired within the project. Four wide railway lines, 1050 m long will be constructed in stages. It is planned to build office buildings, customs offices and workshops, with the office building area of 300 square meters, reception - 35 square meters, customs clearance office – 1,000 square meters, wagon platform repair workshop platform - 600 sq. m, containers repair shop - 250 sq. m, refueling station - 225 sq.m.

It is planned to operate the railway terminal in two shifts from Monday to Saturday from 06:00 am to 10:00 pm. Depending on the operating time and processing capacity, the terminal is equipped with three or four reach stackers, the maximum capacity of the terminal will be about 180,000 TEU (or 112,500 units, where 1 unit = 1.6 TEU).

Railway terminal will provide optimal customer service and the railway terminal capacity will be gradually increased. Main services:

  • Loading of containers;
  • Storage of containers;
  • Services for unloading containers;
  • Road transport services from the terminal to the customer;
  • Dispatching of incoming and outgoing trains;
  • Repair of cargo containers and freight cars;
  • Agent activity;
  • Logistics zones rent services.
